Request privately
A person asks for a defined form of help through a controlled private route.
A calm human presence
Custodian Safe Passage is being developed to offer calm, bounded human support where an ordinary need is difficult to manage alone — whether that means accompaniment on a journey or appointment, help obtaining essential medicines or supplies through an approved route, or simply some planned company when isolation itself is the problem.
This is a pre-pilot service design. The details will continue to develop as professional review, safeguarding and delivery planning progress.
Proposed service shape
A future service request might be for accompaniment, an approved practical errand, or company. Whatever the form, the same basic discipline applies: define the need, check fit and safety, match the right volunteers, provide only the agreed support, then close or hand over cleanly.
A person asks for a defined form of help through a controlled private route.
The request is assessed against the approved service scope, safeguarding requirements and safe delivery capacity.
The proposed default for in-person support is two eligible volunteers with only the information needed for that assignment.
The team provides only the agreed help, then completes, refers or hands over the request through the appropriate route.
Before any pilot
The project remains deliberately pre-pilot until the conditions needed for responsible delivery are closed for the activities actually offered.
Named responsibility, professional review and clear escalation routes.
Identity, eligibility, vetting, training, conduct and removal procedures matched to the real role.
Cover and legal structure appropriate to each activity actually offered.
Data minimisation, secure communications, retention rules and controlled access.
Clear reporting, safeguarding triage, review and proportionate restriction routes.
A small area, limited activity set and capacity, review point and explicit stop conditions before expansion.
Role clarity
Volunteers would provide a calm civilian presence around an accepted service request. Healthcare, pharmacy, social care, police, emergency, transport and other specialist services keep their own professional roles and powers.
Each request is considered against the support needed, safeguarding requirements and what the programme can safely provide. If another service is better placed to help, Safe Passage hands over rather than stretching the role.
Public development record
The public SITREP records material advances, external engagement, narrowing, setbacks and stop decisions without publishing the contact map, private correspondence, personal information or operational detail.

Project support and input
Relevant policing/community-safety and tri-service/veteran contacts have already contributed development feedback. Further professional input may follow as the framework matures. These contacts do not imply formal endorsement or partnership. Custodian Systems provides technical, administrative and systems-design support while Safe Passage keeps its own mission, safeguarding boundaries, service criteria and stop conditions.
